General information's about Center
The
History of Establishing and Developing the Center. Khmelnytsky
Centre of the In-Career Training of the Civil Servants as the independent
educational institution, was founded in Ukraine in October 1991. It was one
of the first centers of this kind in the country.
Khmelnytsky
Institute of Regional Management and Law was founded
on the base of the Centre by Decree №606 of the Cabinet of Ministries
dated 04.08.1995 and the Centre has become the structural subdivision
with the right to conduct an independent financial activity. In 1996
the Centre obtained the status of the educational institution of the All-
State system of training, reeducating and in-career training of the civil
servants.
The
Centre and the Institute (nowadays Khmelnytsky University of Management
and Law) on the basis of the Agreement on Joint Scientific, Educational Strategy
and Practical Activity and the Agreement on Free Use of the Property, exercise
the joint educational, scientific and working activity directed to training
specialists - lawyers and managers, to
reeducating and in-career training the officials of the bodies of state power
and local authorities. The licensed number of the Center's audience
has comprised 2, 5 thousand people per year since 2005.
Andrushko Vasyl Klymovych, the Candidate
in Economy, was the first director of the Centre within
the period of 1991-2000.
Panasyuk
Nina Ivanivna was at the head of the centre from 2000 up to
2002. Since 2002 up to present time the Centre is headed by
Bayuk Mykola Ivanovych, Master of Public Service, the counselor of
the custom service of the 1-st rank, the author of more than 30
scientific popular works.
The material and technical
base. The area of the educational facilities comprises 794,8 square meters,
the hotel type hostel is for170 people, there are three lecture halls for100
seats, 3 classrooms for 30 people each, 2 computer classes, the scientific
library containing juridical literature and literature on economy. The training
at the Centre mostly is conducted on the budget base.

The Centre Structure
includes the scientific and organizational, educational strategies department
and the accounting office. We plan to open the scientific and analytical division.
The administrative work of the Centre is managed by the staff of 10 qualified
and professional people.
The
scientific research work of the staff and professors of the Centre
is directed to the realization of such problematic matters as "The Regional
Development Management", "The Trends of the Development of Local
Self- Government in the Conditions of the Administrative Reform", "The
Personnel Provision of the Regional Development". "The Complex Evaluation
of the Results of the Social and Economic Development of the
Region", "The Deontology of the Civil Servants", "The
Organizational and Legal Basis of Reeducating and
In- Career Training the Officials of Local Authorities",
etc.
The
Centre has established the close and constructive collaboration
on the matters of arranging and holding the scientific and practical
conferences, seminars, "round tables" with Khmelnytsky University
of Management and Law for the last years.
During the fifteen year activity the
Center has developed and published more than 80 titles
of the scientific, educational strategy works, information
and reference literature. The total circulation of the scientific,
educational strategy, informative and reference literature,
distributed by the Center for the years of its existence, comprise more than
10 thousand copies.
The
Perspectives of the Center's Development are as follows:
to establish
the faculty on training the specialists on the
speciality "Public Administration" on the base of the
Center and Khmelnytsky University of Management and
Law;
to expand the
collaboration with the Scientific Strategy Council
of the Central Department of the State Service of
Ukraine, the National Academy of Public Administration,
the President of Ukraine, the Centre of Assistance to the Institution Development
of State Service;
to continue the work on using the electronic
net within the framework of the single computer system "Kadry";
to adjust the system of the distant education
of the civil servants and officials of the local authorities;
to collaborate with the international
organizations and funds, to get acquainted with the international experience,
to develop and pilot the programs related to the topics of the integration
of Ukraine into the
European structures;
to introduce the efficient forms of education,
to provide with the advisory
help and assistance on methods of training;
to arrange the career guidance work with
the youth;
to create the
research laboratory on studying the needs
for in-career training
the civil servants and officials of the local authorities
on the base of the Center and the University;
to develop and introduce the standards
of in-career training, to provide the proper diagnostics of the state
and trends of the development of the in-career training system, to create
and introduce the system
of monitoring.
Collaboration
with the educational institutions, establishments
and organizations. The Center has established
the proper system of collaboration with Khmelnytsky
University of Management and Law, Khmelnytsky National
University, National Academy of Public Administration, the
President of Ukraine, and regional institutes, the Central Department
of State Service, The Institute of In-career Training the
Executive Personnel of NAPA, the educational establishments
of the system of training, reeducating and in- career
training the civil servants in the regions.

We have had the experience of collaboration
with the international organizations and foundations, such
as Hans Zaidel's Foundation, the Agency of theInternational
Development of the USA, the Canadian Agency of International
Development, the Polish Fund of the Market Transformation
"Know-How", the Canadian and Ukrainian and Baltic Program of Business
Training, the Institute of Germany and the Northern Europe (Shchetsyn,
Poland).
